POSITION:  Chief of Police

 

LOCATION:  Red Cliff Police Department

 

SALARY:  Negotiable depending upon qualifications

 

THIS IS A REGULAR FULL-TIME EXEMPT POSITION

 

SUPERVISOR(S):  Law Enforcement Commission

 

JOB SUMMARY:  Under the general administrative supervision of the Law Enforcement Commission. The purpose of this position is the enforcement of Tribal Ordinances and appropriate state and local statues. The person will be responsible for coordinating the scheduling of shift duty for all officers; supervising of police functions and personnel; administer department’s budget; fiscal responsibility, including budget preparation and presentation, monitoring of expenditures and purchasing of supplies and equipment. The Chief of Police and the Red Cliff Law Enforcement Department are governed by Chapter 42 of the Red Cliff Code of Laws.

           

DUTIES AND RESPONSIBILITIES:

  1. The Chief of Police will assume command and the total responsibility for the entire Red Cliff Police Department.
  2. Develop and enforce written policies and procedures governing total department operations.
  3. Prepares and administers the annual budget.
  4. Submits written monthly reports to the Law Enforcement Commission.
  5. Ensures that all Case Reports are filed in a timely manner.
  6. Develops and implements a training program for all department personnel.
  7. Prepares a work schedule for the entire department that is presented to the Law Enforcement Commission and the County Sheriff one month in advance.
  8. Maintains an updated inventory of all department equipment and subsequent files of all maintenance on said equipment and vehicles.
  9. Attends approved workshops, seminars and other course work related to the performance of the position.
  10. Provides a written annual evaluation of all department personnel, a copy of which will be placed in the employee’s personnel file with the Personnel Director.
  11. Considerable knowledge of interpersonal communications skills and public relations.
  12. Assure security is present at various Tribal functions.
  13. On call 24 hours for crisis/emergency situations.
  14. Patrols and other related and incidental duties.

 

SUPERVISORY AUTHORITY:  Law Enforcement Officers and other staff.

 

KNOWLEDGE:  Through knowledge of law enforcement practices and procedures. Supervisory techniques and practices. Budget preparation and monitoring.

 

QUALIFICATIONS:  Individual must be a U.S. citizen and upon hiring be a resident of Bayfield County or within a six (6) month period of time. The person hired will be required to reside within twenty (20) miles of the Reservation. The person must have completed the Wisconsin Law Enforcement Standards Board Certification or be certified in another state. If certified in another state must become certified in Wisconsin within one (1) year of employment. Person must have a minimum of five (5) years of creditable service as a sworn Law Enforcement officer for a state, Tribal, local or federal government, with a preference for (i) those who have at least an associate degree in police science, criminal justice or similar field, or a bachelor’s degree in a related subject: and (ii) those with successful supervisory experience. Some experience in senior management operations is preferred.  Person must have a valid driver’s license and a good driving record to be placed on the Tribe’s insurance list.  Knowledge of Native American Tribes and their communities will be considered.  Indian preference will be applied in the case of equally qualified applicants but all qualified applicants will be considered.

PHYSICAL REQUIREMENTS:  Must be physically able to perform all duties required as a Law Enforcement Officer. Must have current satisfactory medical examination report and pass psychological evaluation.

 

WORK ENVIRONMENT:  Police Office, Red Cliff community, squad car, Sheriff Department.

 

TRAVEL REQUIREMENTS:  Will be required to attend meetings and trainings in and out of state.
