Program Name: Temporary Assistance for Needy Families Program (TANF)

Program Description:
On August 22, 1996, "The Personal Responsibility and Work Opportunity Reconciliation Act of 1996 " (P.L.104-193, also known as PRWORA) became law. This comprehensive, bipartisan legislation changed the nation's welfare system into one requiring work in exchange for time-limited cash assistance. It created the Temporary Assistance for Needy Families (TANF) program, which replaced the Aid to Families with Dependent Children (AFDC), Emergency Assistance (EA), and Job Opportunities and Basic Skills Training (JOBS) programs under Title IV of the Social Security Act. The law marked the end of federal entitlement to assistance.

In TANF, States and Territories operate programs, and Tribes have the option to run their own programs. States, Territories, and Tribes each receive a block grant allocation, and States must maintain a historical level of state spending known as maintenance of effort. The basic block grant amount covers cash benefits, administrative expenses, and services targeted to needy families.

The 1996 law offers states great flexibility in designing individual State TANF programs. Unless expressly provided under the statute, the Federal government may not regulate the conduct of States

States may use TANF funds in any manner "reasonably calculated to accomplish the purposes of TANF." The purposes are: assisting needy families so that children can be cared for in their own homes; reducing dependency of needy parents by promoting job preparation, work, and marriage; preventing out-of-wedlock pregnancies, and encouraging the formation and maintenance of two-parent families

Eligibility Requirements Include (But Not Limited To):TANF is not an entitlement program, TANF has a lifetimve limit of 60 Months (5 years) for ALL prarticipants. Months do not have to be consecutive.

TANF assumes everyone is able to work within their abilities.

Prarticipants receiving TANF will be required to participate in program activities to the best of their abilities.

Families that are eligible for TANF will receive a grant distributed on a monthly basis. Grant Tiers are as Followed:

Tier 1 - $600.00 for parents with a High School Diploma/GED/HSED and ready for work participation.

Tier 2 - $530.00 Parents pending SSDI, SSI, Veterans, temporarily incapcitated or disabled for six months or less, providing proper documentation. A parent caring for a child with special needs. A parent who has not obtained a High School Diploma/GED.

Tier 3 - $500.00 An adult pregnat woman in her third trimester of pregnancy.

Grant amounts will differ depending on other resources available to participants. (Earned and Unearned Income).

Household where the TANF participant has 50/50 joint custody of their minor child or children, they will be eligible for a reduction of half of TANF benefits, unless any other income deductions and other eligible criteria apply. The TANF participant shall provide proper doumentation of 50/50 joint custody (court papers).

Custodial parents receiving child support, the TANF agency deducts 49% of support for the first 6 months (need not be consecutive) after 6 months, child support deducted will be dollar for dollar.

Earned income is ducted using the NET pay. (Special Cirumstances may apply) Other unearned income is deducted dollar for dollar off the TANF grant amount (Special Cirumstances may apply).

TANF participants receiving TANF grants may also have the option to have vendor payment deducted form their checks such as for utilities/shelter expenses.

Participants who are eligible for TANF will also be Eligible for TANF Supportive Services (Upon funding availability), which include all applications are determined on a case by case basis.

Note: Participants will be limited to 1 type of assistance per eligible family, per Each fiscal year year (October 1 - September 30).
