Temporary Assistance
for Needy Families Program (TANF)
On August 22, 1996,
(P.L.104-193, also known as ) became law. This comprehensive, bipartisan legislation changed the nation's welfare system into one requiring work in exchange for time-limited cash assistance. It created the Temporary Assistance for Needy Families (TANF) program, which replaced the Aid to Families with Dependent Children (AFDC), Emergency Assistance (EA), and Job Opportunities and Basic Skills Training (JOBS) programs under Title IV of the Social Security Act. The law marked the end of federal entitlement to assistance.
In TANF, States and Territories operate programs, and Tribes have the option to run their own programs. States, Territories, and Tribes each receive a block grant allocation, and States must maintain a historical level of state spending known as maintenance of effort. The basic block grant amount covers cash benefits, administrative expenses, and services targeted to needy families.
The 1996 law offers states great flexibility in designing individual State TANF programs. Unless expressly provided under the statute, the Federal government may not regulate the conduct of States
States may use TANF funds in any manner "reasonably calculated to accomplish the purposes of TANF." The purposes are: assisting needy families so that children can be cared for in their own homes; reducing dependency of needy parents by promoting job preparation, work, and marriage; preventing out-of-wedlock pregnancies, and encouraging the formation and maintenance of two-parent families
- Enrolled Red Cliff Tribal Member residing, in the City of Bayfield,
Township of Bayfield or the Township of Russell.
- Native enrolled member of any Federally Recognized tribe residing on the Red Cliff Reservation.
- Must be a Custodial Parent.
- Must be a 18 years of age.
- Pregnat women in their third trimester of pregnancy with no other children.
- Cooperation with Child Support.
$600.00 for parents with a High School Diploma/GED/HSED and ready for work participation.
$530.00 Parents pending SSDI, SSI, Veterans, temporarily incapcitated or disabled for six months or less, providing proper documentation. A parent caring for a child with special needs. A parent who has not obtained a High School Diploma/GED.
$500.00 An adult pregnat woman in her third trimester of pregnancy.
TANF participants receiving TANF grants may also have the option to have vendor payment deducted form their checks such as for utilities/shelter expenses.
- Vehicle repair reimbursement (vehicle must be in participants name)
- Assessment fee reimbursement
- Drivers License fee reimbursement
- Testing fees for employment or education reimbursement
- Tools and Special Equipment, for employment
- Clothing allowances for employment
- Utilities Expense (Must be in participants name)
- Shelter Expense (Must be in participants name)
- Personal Care Package
Note: Participants will be limited to 1 type of assistance per eligible family, per Each fiscal year year (October 1 - September 30).

- Minor Parents
- Training Assistance for Employment Opportunities
- Assisting with referrals to available programs
- Assistance in High School and School to work preparation
